So if I'm on duty or not I get attacked with some people who has guns and they shoots towards me and I cant do anything about it (here is some kind picture)

You have to be an a certain of story missions, you can install a 100% save game to prevent that

You can fight them 😛 Random attackers are a fun gameplay element, one that could add more spice to your outcalls. In fact LSPDfr uses that element when you have a shoot-outs in gang-areas, then random gang-bangers will spontaneous join the party, some times they will even be your support crew 😛 (Happens if the baddies start to shoot before you do)
But the issue is that you have abandoned an ongoing mission/ Task in GTAV-basegame, either go and finish that mission, or select to scrap progress and bail out, then save.

It could be due to a story mode progression true.  However, if you have Simple Trainer installed, you might have Keybinds Enabled. 

Those are Madrazo‘s henchmen (Story related, exiled from LS) they will just keep respawning. You either have to progress further with the story or download a savegame.
