I'm not American so my information might not be 100% correct. Afaik, this corresponds to the ticket number they write on e.g. a speeding ticket. They request a number that will be assigned to that specific case in order to have a look at the documents or something later on.

I see. Thank you for the reply anyways whether it's incorrect or not. I kind of figured it might be for a citation but part of me thinks it's regarding something else as there are usually ticket numbers on the citation given. Like on the corners of the citation. I'm assuming the number increases after each citation is torn off. ALTHOUGH there may be a line that's blank that officers request a number to fill in with.
