But without  using wifi does work with mobile data, anyone know why

It's possible that it's something to do with your internet's security settings. From experience, this tends to be located on how you access your router's settings, most likely on the company's website or phoning them depending on your provider.

I'll have a look for further solutions and if I find any I will post it here for you as well.

Looks like your av program might be blocking you from accessing some internet sites they deem dangerous or that they think will harm your computer or its files. Which I know off by hand and with experience is total b.s.. Just open your av program, add lcpdfr.com as an exception and try again. If that doesn't work, maybe try using google chrome as a default browser rather than microsoft edge.

You shouldn't be receiving a connection refused error. The most likely explaination for this is indeed an AV or firewall blocking the site on your end or some network-level filtering.

If you PM me your IPv4 address (whilst you are on WiFi, use a resource like https://whatismyipaddress.com/) we can run additional checks on our end.
