Texture flashing, blinking regularly

Hey guys I have a problem....

 

Its very annoying... textures keep flashing regularly on certain buildings, sometimes my characters. Does anyone knows how to fix this annoying blinking?

 

Here are my computer specs.

Can you take a picture with fraps, the image you took was not very clear.

Modding GTA since 2006...

Memturbo4 is the only thing that worked for me.  No matter how fast your machine, this happens to most who mod GTAIV.  I tried everything, what I ended up with is non-els police1 and police2 and memturbo4.  I am using tow mod, braveheart 2.2, coroner mod, no-overtake, els v5 -only for polpat and FIB-, police helper, radiance, traffic load).  This setup, at least for me, seldom crashes, smooth frames and texture pop/missing textures issues gone.

 

Memturbo4 will keep clearing ram and cache, which will resolve the memory leaks that result in missing/popping textures.  Set Auto Recover and Target RAM as close to 55M as you can get the sliders.  Apply, then optimize and Deep Scrub.  In Program Booster tab, I have both selections checked and sliders maxed (all the way to the right).  In the Config section, uncheck "Don't auto recover until CPU usage is 25% or less".  I also set to auto recover every 5-minutes.  Memturbo works!
