The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I tried to uploads some of mods, but it asking to place in MODS via OpenIV, but I don't see MODS folder under GTA main folder. Do I have to create a new folder or somewhere that I need to download to extract it?

If you don't have a mods folder at all, then make a new folder in your main gta directory. Then copy the update and x64 folders from your main directory into that mods folder.  Then try install those mods.

IIIRC the mods folder automaticaly gets installed when you install OpenIV's OpenIV.asi , so if you dont have a mods folder, make sure you installed the openIV asi and asi loader which is located in the tools>asi manager menu

Yeah but he still would have to copy the update and x64 folders still right?

yea and no, he would need to put what he wants in the folders, as look at my mod folder(s) here

then my Update folder, only the file i wanted to edit is in there (and well a backup of the file too)

and then the other x64 folder (not the one in the update folder, the one outside it) has just the file i edited for the sounds

and my game runs just fine, the way i see it, if you dont edit a file , you dont need to put it in the mods folder and take up space (ive seen people and been told to put all the dlcs and such in the mods folder, but i tryed it this way and never had a crash),

and most my cars are replacements tho thats why i dont have a lot of modded dlc's

 

my stainer dlc has all my vehicles (replacements and some dlc ones)
