Game "auto dims" whenever bright lights come on

Hello!

So I have been having a hard time with an issue that is new and I cant seem to figure out. 

 

Whenever a bright light appears on my screen or I activate emergency lights on a police vehicle, my game seems to auto dim. I have tried uninstalling all graphics mods and still have the same issue. I use an AMD graphics card so I'm not sure if it's a GPU setting? I have attached a link to a video of this issue. 

 

VIDEO: Look closely around the vehicle. It dims and brightens based on the pattern of lighting

I think it looks perfectly fine, and it's bright enough. 

 

If you want it to be brighter, increase the values of "car.defaultlight.day.emissive.on " and "car.defaultlight.night.emissive.on" in "visualsettings.dat."

Thanks for the reply! So the brightness of the lights isn't the issue. The issue I'm having is with the background. The background of the game seems to dim and brighten. It really shows in the video when i changed the weather to "overcast." It's not the vehicle lights itself, just the rest of the screen. Thank you so much!!

I FINALLY FOUND THE FIX!!!

If you use ReShade, you will find a file in your GTAV main directory called "ReShadePreset.ini." If you open this file, it should have eye-adaptation settings. 

Go to the "fAdp_Strength=" part and change the value to "0.000000." Super simple fix. Just took me FOREVER to figure it out!

Where is the path for visualsettings.dat??
