    I FINALLY FOUND THE FIX!!!
    If you use ReShade, you will find a file in your GTAV main directory called "ReShadePreset.ini." If you open this file, it should have eye-adaptation settings. 
    Go to the "fAdp_Strength=" part and change the value to "0.000000." Super simple fix. Just took me FOREVER to figure it out!

    I believe that glitch is caused by the Ultimate Backup's officer. 
     
    The UB officer was trying to arrest the suspect, and you(the player) probably tried to take over the arrest.
     
    One way to "solve" this is to terminate the pursuit via LSPDFR pursuit menu, then arrest the suspect by yourself.
