I know to change the base peds in the game, aside from ultimate backup, is nearly impossible. But, after installing EUP, the base peds all have new uniforms but they all have sergeant chevrons under their short sleeves. Anyone know how to edit this/edit the base peds following installation of EUP?

You can edit the contents inside

 

GTAVFolder/lspdfr/data/custom/outfits_agencyname_eup.xml

 

it may be time consuming but is extremely worth it. You could also just download eup configurations.

Not sure why but when I follow this trail, I get no folders in custom, In OpenIV or regular.

Download the EUP Basic Configuration, but this wont solve the problems because the basic config doesnt work with current version (stated in the comments) So you still have to edit the .xmls

I recommend finding the

Previous version EUP 8.2 so that the basic configuration will work.
