Can you screenshot the error message?

Download the EUP Basic Configuration, but this wont solve the problems because the basic config doesnt work with current version (stated in the comments) So you still have to edit the .xmls I recommend finding the Previous version EUP 8.2 so that the basic configuration will work.

Just found out that the basic config seems to be only working with outdated ones. You could try finding EUP 8.2 on other websites.

You could edit the outfit_agencyname.xml inside data/custom folder

Did you download the Basic Configuration for eup?

Texture to Normal quality. I did this and it solved the texture problem (for me atleast). The textures are bad tbh but after setting the Texture to Normal , I experience no problems at all. Also Map Fixes also causes some textures loss on some areas of the map (no idea why). You could also try downloading https://www.gta5-mods.com/tools/ymap-load-list-extent-limit-fix-fwboxstreamervariable-patch if you have alot of ymaps and map fixes installed

Where did you download your RagePlugin? if you downloaded it in the main website, it will not work since it is outdated. Latest rage is included in the LSPDFR Manual Install 😀.

What version does it show also attach your ragepluginhook.log

visualsettings.dat car.defaultlight.day.emissive.on car.defaultlight.night.emissive.on I think?

You can get the original relationship.dat in your gta v folder, this will save time and you wont have to download anything. 😀

If it is a addon car, make sure you've installed everything properly. For replacement: Install your replacement in the latest patchday (patchday26 i think). If you have NVR_Emissive dlc by any chance, remove that as it causes some conflicts with some police slots

Im not really an expert in Non-ELS vehicles but It could be a problem with the replacement vehicle's meta files. Sorry If I couldn't help you
