would it be a good idea to add the police riot to the vehicles, who can do a traffic stop?

 

It is not common for this vehicle to do that, but why not? An extension for roleplay f.e.?

 

I would preciate that.

You can just add the flag FLAG_LAW_ENFORCEMENT and FLAG_EMERGENCY_SERVICE to the riots <flags></flags> tag in the vehicles.meta. You should be able to pull cars over then
