The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

You can no longer force callouts with 0.4. The two plugins that ehco mentioned are both outdated. So, if you use them, keep in mind that some callouts may not register with them or it can cause crashes. If you arent getting any callouts, make sure you have installed the files for the callouts into Plugins/LSPDFR.
