Also increase your Plugin Timeout Threshold to 60,000 - this can be done in the RAGE settings

Sounds like you did not use a mods folder.

Whenever you edit files in / with OpenIV, you need to use a mods folder.

Had a quick look and 2 things.

 

1. USE A MODS FOLDER

2. Put all vehicles in Patchday24

No. Replace vehicles should be installed here:

GTAV/mods/update/x64/dlcpacks/patchday24/dlc.rpf/x64/levels/gta5/vehicles.rpf

See that GIANT red message at the top of OpenIV in your earlier screen?

 

 

It means the folder you are currently in is not located in the mods folder. You don't have anything in your mods folder because you haven't put anything there. Once you're in the folder you want to edit, click the 'Copy to mods folder' button. I would suggest watching some videos on Youtube - there are many. 

I don't understand that, I edit the game files, not mods, I put them in the mods folder, and the files with replacements to folders with normal vehicles

As you have been told by me & others multiple times:

Use a mods folder. 

 

Yes, your mods folder will be empty. You will have to copy the "update" folder into it. 

You can find the "update" folder in your GTA V folder.
