I already installed all of the requirements for the LCPDFR. Everything seems fine with all of that. So I do not believe this is a LCPDFR problem.

Anyway, once I run the game as an Administrator and hit "Play" it says "GTA IV Has Stopped Working" and I hit check for solution "To help protect your computer, Data Execution Prevention has closed GTA IV." I tried disabling it for GTA IV but it says it needs to run it with the DEP. Now, I never tried running the game without the LCPDFR mod. However, it always comes up with the message at the bottom as well. As you can see it says the problem is GTAIV.exe

Are you running LaunchGTAIV.exe as admin? Or GTAIV.exe?

Try turning off DEP

Yes, I was running it as an Administrator.

I put in the Disable the DEP.. "LaunchGTAIV.exe" and it still will not launch. Does anyone have TeamViewer ... so you can directly help by controlling my computer?

It comes up as "SecuRom Launcher"

that is what is in the box... under "Turn on DEP for all programs and services except those I select:"

You need to completely turn off DEP and only enable it for system services. The first option and the DEFAULT option. You will have a LOT of problems with mods if you turn on DEP for everything.

Adding GTAIV to the exemption list will not help, it needs to be OFF.
