What does a "new author" mean

My best guess is because you are still considered a new member with not much content associated with your account, as for the reason why they do this is probably to avoid spam uploads. As you may notice, it looks like you are set in the "Members (New)" user group. This may have some limitations until your account 'matures' more. If a staff member sees this thread, I'm sure maybe they can explain more in detail on how this works. However, from my knowledge, the more active you are (total content, days registered), the fewer limitations you'll have.

I know that SuperPyroManiac has said that he still goes through the Manual Review Process and he has been here for a decent amount of time and is well known. So there may be no point of void. Not entirely sure though. Cyan/Will would know best.

Right now, the transition occurs after a short reasonable time period.

 

In the future, this will be more complex for security purposes. In the next update of the site, we'll take into account numerous signals; including the length and history of the account, if any of the authors' files have been hidden by our staff and whether the uploader is using a VPN. I'll have more to say on this topic this week, with a news post on what's coming in the next major iteration of the site.

The review for script modifications is entirely seperate from our review of new users. Script modifications (currently) always trigger a manual review. We'll have some news shortly on how we're planning to streamline this for trusted contributors.
