Yeah, turn off everything but the dummy, and then select the dummy and enter selected mode. Then move the dummy.

He could just make all the LODs (L0, L1, L2) visible and then drag and select all of them, once selected he can use the selected mode in the bottom right corner to move them.

Basically what I meant was select the dummy which the lightbar was under in the hierarchy and move it using selected mode on because the way you describe always causes me problems because all the parts move away from each other and they spread out...

You need to disable the "Affect Children" option in the move tool.

I've found selecting the whole lightbar with the quad tool and then enabling Selected Mode stops it from doing that

  1. Enter Quadr Mode (Second from right in top bar) then click on the part you wish to split to enable it
  2. Then use Select > Quad tool to select the part you wish to detach
  3. Then enable selected mode
  4. Modify > Submesh > Detach and click on the part you want to detach.
