The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

Hello..

Is there a mod or something similar to move the mini-map, PED information, or the pop-ups to another location?

 

They all seems to pop-up on the left side and most of the time, over-lay each other and it's hard to read things before they disappear.

    For some of them you should be able to configure it in the .ini of the script.

    But these "pop ups" are phone notifications. And these are set by the game itself.
