I modeled these off of the real life Oakland, California police cars by using the LSPD patch because it resembles those of Oakland. 

This requires the 1999 CVPI model. There are a few different ones out there, and here is a link to one of them:

Not bad. I'd suggest you make the Emblems smaller, as they are too large, in my opinion.
