Alderney is never a whole state! Maybe a little city with round about 50- 60,000 people. Nothing more.

Alderney is indeed a state, but only a small fraction is shown in GTA IV. Alderney City is likely its state capital. See here:

Okay. Maybe Acter Industrial is in a sheriff's jurisdiction or highway patrol.
