If only we could give half stars...

Quite honestly I would rate this a 2.5/5. It seems like little to no thought and/or creativity went into this. You already have a "Monroeville Police" texture out, which is exactly like this one, except the wording and badge. Lines are straight and simple, and text is bland.

I like it. ^^ The metal thingies (whatever this is, I don't know what cops have on their roof lol) look nice and so on. The only negative point is the texture. A real LC/NY texture would fit better with it. Because it says "Liberty City Police". 4/5

I see, but you might want to change up your textures, and I don't mean like this, where you pretty much just take a texture you already have, fit it, and replace a word with Liberty City. Overall, it's a decent texture, i'm not saying in any way that it's bad. I'm just voicing my opinion and giving some constructive criticism :)
