Navigate to the dlcpacks folder via OPEN IV

Drag and drop **rabbit954pack** into the dlcpacks folder
    Location: Grand Theft Auto V\mods\update\x64\dlcpacks

Add the dlc pack line to the dlclist.xml
    Location: Grand Theft Auto V\mods\update\update.rpf\common\data

       Add line: 
            <Item>dlcpacks:/rabbit954pack/</Item>

Navigate to the latest patch day that you install vehicles to (I've found success with patchday26), 
rename and drag desired vehicles into a patch day of your choice via OPEN IV.
    Location: Grand Theft Auto V\mods\update\x64\dlcpacks\patchday**ng\dlc.rpf\x64\levels\gta5\vehicles.rpf

Install any ELS XML's with the pack via GTA V root folder (rename to same as vehicles)
    Location: Grand Theft Auto V\ELS\pack_default

1. Navigate to Grand Theft Auto V\plugins\LSPDFR\UltimateBackup
    Edit DefaultRegions.xml
        Change all "SPEEDO" inputs with "COUNTYCORONER"

2. Navigate to Grand Theft Auto V\plugins\LSPDFR
    Edit StopThePed.ini
        Change "CoronerVehicleModel=SPEEDO" input to "CoronerVehicleModel=COUNTYCORONER"
