F5544's Improved State Trooper ASP/NJSP style (vanilla)

This is a reskin/model edit for amazing (permission was granted by him). I reskinned it to standard vanilla Alderney State Police/New Jersey State Police style. I also removed extra upper body parts and left only edited vanilla ones. I also added second coat color and ranks.

Installation:

Put all m_y_strooper files in componentpeds.img and all m_y_strooper_p files in pedprops.img.
