Lemme start off this: 

Regardless what you think about that development part, it's not right. Someone put time and work into that part and was able to provide it free of cost. Kane was kind enough to release this complete locked version of the vehicle for free. Let's respect the developers who created each individual part and the time they put into it, right?

Don't like it? Don't use it, it's that simple. 

I'm pretty sure that it has to do with the vehicles.meta file, but that caused a lot of bugs in my game, including crashes and broken textures.

on my car it only has basic lighting (stage 1) also I have downloaded DLS

Okay well for starts. There is your main issue. This vehicle is not made for DLS, but for NON-ELS.

I had the same problem w/o dls, i installed it after to try to fix it

If it has minimal lighting with all extras enabled, then you need to change the ID both in carcols.meta and carvariations.meta to something else, I recommend 5-7 digits and try to keep it unique, if it still is broken keep changing it until it works.

also just to clarify I have this in the sherrif 1 slot

Okay so this vehicle is meant for FiveM not singleplayer, your lights are broken because it requires a Carcols file for the custom lights, you're going to have to figure out how to install that or modify the default sheriff carcols on your own, I can't provide any support for singleplayer, only FiveM... There are plenty of guides both here on the forums and on YouTube for that.

DLS requires nothing different, it's the same as NON ELS, just a script made to control the lights
