I had the same problem, downgrade your EUP, it fixes the problem

Only problem I have is that I can't get EUP L&O 8.1 anymore since EUP doesn't make their previous versions available 😞

if using StopThePed you need to go into the .Ini and change the default pistol to COMBATPISTOL
