While in the process of this, I've realised that the original author has already done the job for me:

He's most likely at an advantage because I'm working from models and photographs from across the pond. However, even though now I think I've done a few things wrong, I feel like I've done good. Because when I first looked, there were no such models on the site. Also, I've got multi-livery, so...yeah. No slandering, but I've done good.

 

This is Solo's (reuploaded by strike) 1974 Dodge Monaco (ELS), modified to give the appearance of an Illinois State Police vehicle, with unit numbers as featured in the Blues Brothers! Using many reference images, I have made the texture as accurate as can be with the limitations GTA IV texturing has. There's a chance that the liveries may be slightly incorrect because of said limitations, and my skills - for example, I cut off the bottom stripe at the wrong point because I misread the template - so if any problems or inaccuracies show, tell me.

 

(mid-post reminder: its recommended you use the Streethawk version of the car. As the original vehicle used a red Aerodynic, its as close as I could get)

 

The original model is located here(much credit goes to @solo for making a great model, and @strike for reuploading), and remember, don't redistribute it without my permission!
