I think I'm about to go insane. I have opened police.wtd > edit and found police_sign_1, 2, 3 and 4 but I can't select more than 1 at a time. This file has 2 png's so shall I just import 1 then the other?

Yes, one at a time. So, police sign one and two will get replaced if you choose to do so.
