Turn off the window tint with a trainer. And I think the solution to your dim lights problem has already been said in the comments

@abecker221  To turn off the window tint permanently go to  the vehicles meta  find the car you replaced  highlight the name and pres ctrl+f the n type find:tint and replace it with this   -      <diffuseTint value="0x00FFFFFF" />   and to make the lights brighter change shader and post effects to high or ultra

I am brand new to PC games in general. But my issue is the ELS lights. In my game, the downloaded vehicles (like the Silverado) have almost white and orange lights but the standard vehicles (like the bravado) have normal blue and red lights, how do I fix that??

How do I find the car I replaced in the meta file? There is so much in that file

Hello i replaced this truck with the parkranger but why the lights are not bright they just show as white plz help did i do something wrong

for some reason for me cars like this  and some that are FPIU'S and any similar when i go to use them their lights don't show any color i have all cars installed right so... can someone please help me

@abecker221 go to your vehicles meta and press ctrl+f and type in the vehicle you replaced

that helped a bit but still needs a lot more color i mean a lot more

I think you can only replace the original skins

can you please tell me how you got the lights so bright? mine on the truck or dull and white looking. loaded the files just like the instructions said... other than that works great...
