Bloomington, Minnesota is located in southeastern Hennepin County.  It is Minnesota's fifth largest city as of 2018.  The Current Chief of Police for the Bloomington Police Department is Jeff Potts, who earned the position in 2008.

Edit: Turns out all but one of these skins (the 'Old Livery') are Bloomington, IL, not MN.  Still works fine, just know this is IL I guess.  I'll be researching more in my next packs to make sure we have some continuity.
