Nice try for your first texture but pleaseee only make fictional designs lore friendly, this does not look good with LA but might look better with a LS design.

Good job for your first texture. Everything is neat and aligned well, and a consistent design.

Some points to consider is that it would be more popular and useful using lore-friendly designs, rather than a fictional real skin. Also, try to stick to a more consistent type, like all capitals - but I think for now, it's rather fine. Maybe emboss the badge a little, or add more contrast. The more you texture, the more you get to play around and discover. Certainly a better job than most other first time models or textures.

EDIT: And also, I highly advise you rename the title to represent the file such as "LAPD Fictional Skin - 2015 Slicktop Potato" in order to prevent confusion. Also, the credits are not necessary except for the creator of the template possibly (obviously is the creator of the original vehicle).

I came here thinking it was a new ELS model. How disappointed I was to see it was just a skin.

 

Advice: ELS is for car models. Skins are .png pictures, nothing more, so you might want to reconsider your title to something that actually describes your content.
