Yes you can. You can use LML to stream FiveM vehicles in single player, basically converts it to ADDON automatically, or alternatively with the knowledge, you can also manually convert it to a DLC.

Non-els is, and always will be, better. ELS is extremely restrictive and is far less optimised. This build wouldn't even be possible using ELS because it's restrictions.

If you want light stages, siren control and everything like ELS, may I point you to DLS. DLS is a far more superior mod as it allows non-els to use ELS-like features.

While I haven't made a config, it shouldn't be hard for you or someone else to make one.

Livery looks fine and 4k for me. My FiveM isn't loading car textures normally for at the moment but in LSPDFR it loads full quality and looks fine. Other people using the car all also see it at 4k with no pixels, maybe it's just your game.
