You can do that yourself by editing the vcf

Light do not work and no siren audio. Issue with new update?

The siren doesn't work by default because the vehicles.meta entry that the author provided contains an incorrect line. It's in the readme file. Look for "<audioNameHash>COGNOSCENTI</audioNameHash>" and change that to "<audioNameHash>POLICE</audioNameHash>" (without quotation marks).

ELS works for me so perhaps you forgot to install the ELS VCF or made a mistake.
