Secretary of War Simulator: Operation Southern Spear is a wave-based combat mod that puts you in command of helicopter strike operations against narco-terrorist vessels.

What Is This?

This is a satirical action mod inspired by recent political memes and headlines. It's meant to be funny, over-the-top, and entertaining - nothing more, nothing less. If you're easily offended by video game humor or political satire, this probably isn't for you. Save us both time and skip it.

Combat System:

Installation

Super Easy - Everything is Pre-Organized:

  1. Extract the ZIP file

  2. Drag the lspdfr and plugins folders into your GTA V root directory

  3. Drag all .dll files into your GTA V root directory

  4. Launch through RagePluginHook

  5. Press F6 to start a mission

That's it! The folder structure is already set up - audio folder, config file, everything.

Quick Config

Edit Plugins/NarcoBoatsRPH.ini to customize:

  • MissionHotkey - Change activation key (default F6)

  • StartingBoatCount - Boats in first wave (1-15)

  • HelicopterModel - Hunter/Buzzard/Savage/Annihilator

  • SpawnLocation - Beach/Airport/Sandy/Fort/Random

  • MaxWaves - How many waves to complete mission

  • EnableAudio - Toggle radio chatter on/off

Gameplay

Press F6 (or your hotkey) to deploy. You'll spawn in your chosen helicopter with hostile boats marked as red blips. Destroy all boats in each wave to progress. Complete all waves to finish the operation. Get rated on your performance (kills per minute).

Pro Tips:

  • Hunter helicopter is best (homing missiles + explosive cannon)

  • Boats spawn close to your starting location automatically

  • They'll try to evade - lead your shots

  • Radio chatter plays on boat destruction (optional feature)

Optional: Radio Chatter

Drop WAV files into lspdfr\audio\scanner\NarcoBoats\ for immersive military comms. Use ElevenLabs, Audacity, or any audio tool. Files play randomly when you destroy boats.

First Mod Disclaimer

This is my first GTA V mod, so cut me some slack. I'm sure there are bugs I haven't found yet. If you run into issues, check the README for troubleshooting or post details in the comments. Constructive feedback is welcome - complaints about your hurt feelings are not.

Known Issues / Limitations

  • Drug props may not spawn if you're too far from boats (performance optimization)

  • Requires RagePluginHook and NAudio (included)

Final Notes

This is a joke mod made for entertainment. It's not a political statement, not serious commentary, just a silly GTA V mission inspired by memes. If you don't think it's funny, that's fine - just move on. Life's too short to get mad about video game mods.

## ⚠️ IMPORTANT for v1.0 Users

**Delete your old `NarcoBoatsRPH.ini` file** before running v2.0 for the first time! The mod will auto-generate a new config with all the v2.0 options.

## 📦 Installation

Same as v1.0, but now includes three victory audio files:
- `trump_victory_short.wav`
- `trump_victory.wav`
- `trump_victory_long.wav`

Place them in: `lspdfr/audio/scanner/NarcoBoats/`

Your existing v1.0 audio files will work perfectly with v2.0!

i always hate comments that say "i will check this out"

but i will because it seems pretty fucking funny, especially with the customizable audio.

i would love to see the community add custom audiofiles with parodies of "people"

Just a little something. In your Main() method, you have

            // Keep plugin alive
            while (true)
            {
                GameFiber.Sleep(1000);
            }

However 2 lines before that you start the "missionFiber" under the method MainLoop, which also has a while(true) loop, making the "keep plugin alive" loop not needed.

Oh okay awesome thank you for the feedback! I will have this corrected in the next version (if there is community interest in further development)! I did commit and push the change to Github though. Great catch and again, thank you I appreciate the help!

Haha ya for sure! That was kind of my thought, we can honestly make this even more funny in a lot of ways. This all just started as a joke on my Twitch livestream and I was like ya know what.. I'm going to try to actually make something for this haha. I am all ears if ya have any other ideas for it! It's been a really fun learning process for me.

I'm thinking the biggest problem is it's too easy since the boats will drive around forever. I'm thinking maybe if you don't kill them in time, they either land on the beach or they just get away. Another possibility is having them shoot back, since I spawned a police partner so they could use the turret underneath the hunter but he couldn't do much since they weren't actively fighting back. These last two might be far fetched/out of scope but since Russia and China apparently want to extradite you, maybe you can get into dogfights with Venezulan or Chinese aircraft, and maybe like a riot mission where you'd have to deal with protestors? Also customization for which helicopter spawns or if you use a fighter jet instead.

yeah the initial idea was to have them trying to get to land and you had to stop them in time, but when I was making it I was having issues when it spawns the boats too far away from land and basically what ended up happening/reason why I scrapped that idea was because it just wasn't realistically feasible to have them spawn far enough away from land and you have enough time to engage them, etc. I mean maybe it is possible and I just couldn't figure out how to get it to work correctly though.

I love the idea of having them shoot back at you and the idea of Venezuela scrambling fighter jets to attack you! I will see if I can make those two things happen. There is the ability to customize your helicopter spawn (look in the ini) I can try adding in a fighter jet option as well to choose from instead of helicopters. I wish there was some kind of like.. "drone" kind of vehicle in gta, but I wasn't able to find anything like what I was thinking so that's why I settled on helicopters instead. The other thing with the helicopter options - I had to consider being able to have models that can having homing missiles equipped which was a major limiting factor.

Well GTA Online has a submarine that can shoot guided missiles that you control, so maybe you have a helicopter or an airplane that your partner controls while you shoot those guided missiles. GTA Online also has an AC-130, forgot what it was called so that's another option to have your partner control

unfortunately the submarine is not available in single player, the c130 is available in single player but not the newer weaponized version of the c130 - that is only available online.
