No Citation changes.

- Added Citations.
- Reformatted arrest charges for a clean appearance.
- Removed a duplicate fine in CitationOptions.
- Removed the Section symbol § since EPC does not recognize it; as a result, it will show up as ç on arrest reports and citations.
- Fixed an error where "MinFine" was higher than "MaxFine" for "Auto Burglary (Third Offense)."
