Motorola skin for police radios and for the police radio mod by FinKone. I will add female at a later date and try to do an hd version.
You will Need OpenIV to install part of these skins,

Installing radio skin for Police mod by FinKone:
Navigate to your GTA5 main directory and place Plugins folder there, replace when asked.

Installation for belt radios:(use OpenIV)
Cop radio: Grand Theft Auto V\x64e.rpf\models\cdimages\componentpeds_s_m_y.rpf\s_m_y_cop_01.ytd

hwaycop radio: Grand Theft Auto V\x64e.rpf\models\cdimages\componentpeds_s_m_y.rpf\s_m_y_hwaycop_01.ytd

ranger radio: Grand Theft Auto V\x64e.rpf\models\cdimages\componentpeds_s_m_y.rpf\s_m_y_ranger_01.ytd

sheriff radio: Grand Theft Auto V\x64e.rpf\models\cdimages\componentpeds_s_m_y.rpf\s_m_y_sheriff_01.ytd

They are all in the same place but I provided the path anyway.

You are not the first to notice! I don't think it actually says Columbia, MO ingame, but the patch was definitely modelled after that.

Not sure the path is correct for the actual Plugin, not a big deal as we all should know which one it goes in.  You have Plugins > Policeradio > GUIRelated  

Correct path is Plugins > LSPDFR > Policeradio > GUIRelated

Not a big deal like I said, I think we all know how to install correctly, just thinking of the newcomers.

You are correct on the path,  the Readme is a bit off on the GUI Policeradio path but everything else looks great
