You need OpenIV or SparkIV, if you have it you need to press on the car E.G. V70 as Police. You need to press the "edit" buttom and find the texture and replace it with the one you downloaded.

cdimages > Vehicles.img > scroll down to police > press "police.wtd" > Press the "edit" buttom" > Find "car sign" (or whatever it's called) > Press import > find the skin you want and import it > press "save" buttom > Exit the "police.wtd" > press save > close it and enjoy the game!
