It's LSPDFR, not LSPD:FR. And LSPDFR is, as LCPDFR, not a police simulator: It provides the tools for people to roleplay as a cop in GTA IV and V. We've had this kind of system up for discussion several times in the past (use the search button and ye shall find). The universal consensus is No, this is not something we or most of the community wants. If someone wants to develop it with the LSPDFR API, that's a whole other thing of course.

The problem is that there is no GTA V Multiplayer, there's GTA Online. And in its current state, it is not something we'll want to modify.

As you can see in the video - The cruiser was going after the truck, as part of GTA Vs ambient chases. The bike is probably part of the state patrol unit backup he called.

Adding to your post - LSPDFR 0.1 is only the framework which the rest of LSPDFR will be built on. Have patience! More features are surely to come. You can't expect a LCPDFR 1.1 for GTA V, you know.
