This is known as a false-positive. LSPDFR and RAGEPluginHook make extensive use of memory hooking to achieve a lot of what they do, which can look malicious to anti-virus software. If your anti-virus marks LSPDFR/RPH as unsafe or you have odd issues running LSPDFR/RPH, you will either need to exclude LSPDFR and RPH's files (refer to your antivirus documentation for more details) or you will have to disable the anti-virus software.

Windows Defender (or other AV software if you have it installed) is blocking RPH from starting correctly.

Cyan's post in LSPDFR Crash since latest update was marked as the answerIt's usually worth installing mods one at a time, to see what in your setup has caused your issues - making sure the game works between plays.
With RPH crashing loading the LSPDFR DLL, usually this is caused by using an old SHVDN version, or your antivirus blocking it. I'm going with SHVDN.

This has no different effect than deleting the file does. SHV's ASI loader replaces the default system-level dinput8.dll. You are just turning off SHV's ASI loader, not actually fixing the issue with your mods.

I'm just realising this isn't really documented anywhere, so this post will be slightly longer for a full explanation.
When a file is hidden, a deletion timer of 2 weeks is automatically set. This was done as we had an extensive amount of hidden files in the catalogue and this space was never reclaimed (hidden for all sorts of reasons, but usually due to a credits/permission issue by staff).
This timer can be removed simply by unhiding the file - if you hid it yourself you can simply unhide it. If it's hidden by staff, a staff unhide will also remove the timer.
We can also remove or extend this timer for various reasons on request, for example in the past we have removed the timer as an author wanted time to fix their submission.

If you want an earlier fix for your own installation, see @The Loot's response, this is a oversight in agency.xml.

Cyan's post in Can I use assets posted on lcpdfr commercially? was marked as the answerLCPDFR.com does not control the rights of other users' work, other than author's granting permission for us to host those works per our Terms of Service (which is necessary for the site to work).
Unless they have explicitly mentioned you can use it commercially, or have explicitly licensed it in a fashion where you could (for example, some open licenses), you should assume that the work is by default copyrighted by the owner, and you should contact them to establish whether they would like you to use their work in such fashion, and what terms they would set on that.
