    We’ve mitigated this on our side by temporarily taking the Europe content server out of rotation while we investigate and fix the issue. It appears to affect uncached files only.

    For future reference, one reason we maintain multiple download servers, beyond traffic management and load balancing, is to provide alternatives if one region is having problems. In this case, the US East and US West servers were not affected, so selecting either of those would have avoided the issue.

    Looks to be an Outlook/Hotmail related deliverability issue. I can't reproduce with any other provider.

    I've not been able to reproduce this internally, but if this as you describe, it's likely that the game's DRM or RPH's or Scripthook V's anti-online stuff is forcing a crash.
    I don't see any security issue here, and it's most likely been an issue for a long time, my advice is to not have anyone who you don't want to interrupt your sessions on your GTA Online friend list.

    I'll forward this internally on for further exploration in the future.

    Generally, Smart App Control blocks any untrusted binaries.

    A big determination of whether a binary gets marked untrusted is whether the binary is signed or not. LSPDFR and RPH are unsigned, along with every other GTA5 mod -- partly due to the cost of signing software and partly due to this not being an issue for most users. Sometimes, Smart App Control allows unsigned binaries if they hold a 'high' Windows Defender reputation, which is something that takes months to establish, and usually there's been a new update since then.
    This won't be something unique to LSPDFR/RPH, but you'll most likely run into issues with other mods too.

    You can either turn it off, wait for the file to reach 'high reputation' or not use LSPDFR/other mods. It's really in your court.

    You may want to subscribe to updates to their files individually instead.

    It's a compromise between giving authors more control on their files and users still the ability to give feedback.
    Files which have comments / reviews disabled don't trend and don't get recommended by our recommendation engine.
     
    Provided you aren't blocked by the author, files with comments/reviews disabled can still be reviewed, although the review is not public.

    During peak times, downloads may be throttled if your browser does not pass integrity checks, which can be caused by adblockers or any other extension which removes or otherwise edits the page.

    It says on the LSPDFR file page. Although they just updated GTA today, so you probably won't be playing for a few days until everything updates.

    You're using a map mod or another mod that changes GTA V's map nodes, this isn't something LSPDFR supports.
