Very nice work! However, is it setup for multi-livery support? (by this I mean, different unit numbers etc.)

I congratulate you on your efforts and creativity for this upcoming community pack. I for one will be using this mod pack, as well as many other users. You have plenty of skill and I hope to see more from you. This and 1.0 should/will go hand in hand with each other. I appreciate your undertaking. :)

De-sync is a fancy term for lag, more specifically, Connection lag. Connection lag is expected with all online game plays, especially when the player hosting the server is in a different part of the world then you. *correct me if I am wrong, anyone*

I think your issue is de-sync. I am not too sure as I do not play GTAIV Multiplayer that often(if ever), but that seems like a de-sync problem.
