I personally don't use steam because its a pain in the ass, I tried playing GTA IV on steam and it was giving me a bunch of errors and problems, so I just bought a disk but and I think you can only use the product key once on one account

The motion blur feature makes the slight sticky FPS seem smooth while turning in the game, this is a hardware issue and this usually happens when a PC can't handle an ENB and the FPS is high. (Sorry for the crappy answer but I am very tired and am about to go to sleep ) This video should help (Haven't watched it): But if it doesn't you can just look up "Motion Blur"

Try logging off or shutting down, like hiccups, this is temporary (happened to me)

Thats exactly what happened to me, but I am not going to try to fix it anymore because it is just a waste of time even trying (I was so pissed off) that's why I am done with GTA IV and just hanging out on LCPDFR.com

Someone could make a script and a model and then it could be used with LCPDFR, what a smart idea :)
