The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Does anyone know how/if it's possible to switch the lights from steady burn to flash when on a traffic stop, is it a ELS config thing ? 

 

Example in the image is my Tahoe, when on a traffic stop/scene, the lights turn to this cruise mode instead of flashing when I'm out of the vehicle.

I believe this is when the ELS VCF is using CHP as the lighting format. I believe you would need to edit the VCF and change anywhere that says CHP to LEDS (or other appropriate lighting type, LEDS is probably best based on that screenshot).
