This is most likely the ENB being used. -
It is in fact a Whelen Liberty with a colored casing. I found this out by looking at >EVI's NYSP Crown Victoria.

If you're talking about wanting pictures of the GTA V law enforcement, I would suggest asking Olanov, Custo, or Netman. They have some amazing detailed and close-up pictures of the LSPD, LSSD, and even the SAHP. I can't link Olanov's social club album or whatever because linking is broken right now.

Why try to copyright it? Give it a rest and forget about the copyrighting aspect. Modding should be about having fun, especially in the multiplayer aspect because you're together with friends whom share the same interest as you. Choose a clan or group name, stand by it and be unique, and if just so happens somebody wants to put together a clan with the same name or idea as your's, deal with it.

Try making it yourself. Simply Google search police badges, go into some photo editing software, erase the previous text, then add your own. There's also this website if you're interested into just adding the text without using a photo editing program.

If you're passing it as a 2011, you're doing fine. If you're trying to go for a 2013, then you're going to need to change some things. -
