In FirstResponse.ini, set PreloadAllModels on "true", it solves this problem (freeze when exiting the station in order to choose a vehicle) 99% times. About SMPA60, did you save your game as another ped model than Niko ? Did you save a modded car in a park lot ?

Ahem... it's normal that he does have those "false" in the report, because he can't install the mod, that's the problem. So, before saying "the problem is clear ?" and adding a ==", you should read the previous posts...

And if you hit F12 once or several times, nothing spawns ? It should call another transport.

First Response.net.dll -> must be in "scripts" folder, as well as the corresponding ini.

WinRAR handles zip files, it doesn't should be the problem. But anyway WinRAR is a crap software, remove it and use 7zip. Try to re-download the file, maybe the previous downloading didn't end correctly and so the archive is corrupted.

Ok my apologies there isn't any 0 after "detailquality". About memrestrict, use one of them, not both at the same time. Try to add "-availablevidmem 1.5" but put it instead of memrestrict. So : try with one of the memrestrict, and after that try with the availablevidmem, and don't forget to remove the 0 of detailquality -> 2 different trials. EDIT : you can also try -safemode and -minspecaudio

I think that I already saw this issue (wrong memory displayed) but it was a looong time ago and I really don't remember where it was :/ But it's really really weird and an important issue imho. About commandline, try to add : -memrestrict 370963200 (if it shows 244Mb on graphic settings menu) -memrestrict 618272000 (if it shows 444Mb on graphic settings menu) Anyway, there is a strange problem. Don't know if it will help, but did you update your video card drivers ? EDIT : not sure, but I think that a 0 is missing after "-detailquality"

Download Alternative : PeaZip - Script VisualStudio Express : if you want to create C# or Vb.NET scripts. Need a lot of learning ! Download 2010 - Download 2012 (I find 2010 way better) ScriptHookDotNet Dev & Docs : necessary for GTA IV .NET scripting. Look at GTA forums in IV Coding section for tutorials, samples, and help. Need a lot of learning ! Download - GTA IV Specific OpenIV : import, export, edit files. Full of options. A must have for car or ped mods and other things like that. Plus, you can use OpenFormats. Thanks, could be helpful for a lot of people. Although, in the forums, they say "Large Address Aware won't work on applications with security features that perform a checksum on the binary.". Isn't the case of GTA IV with the Securom security ?

Did you tried the tips in the thread I linked in post #21 ? EDIT : post a screenshot of your graphics settings. EDIT 2 : try to launch a new game instead of loading your savegame.
