As far as I know, LCPDFR 0.95 it's no longer officialy supported, so completely uninstall that version and install LCPDFR 1.0b

This happened to me before, It was my ENB. If you know how to COMPLETELY uninstall the ENB, do it. If not, re-install GTA IV.
