From my point of view, disable Forestry Callouts because it will no longer receive updates, and the comments in the plugin thread show that people are experiencing problems with it. Uninstall it, delete the RagePluginHook.log located in the main folder, and if you encounter any issues, post it because a new one will be created. Rename the mods folder in the GTA V directory to mods. Try launching the game.
