I have the same problem. My solution is never call for backup. when in a chase officers on patrol will join the pursuit

the picture you had was to edit the cover of the lightbar. If you want to change the colour of the emergemcy lights you'll have to edit the "emerglights_emis.png" not the "emerglights.png"

did you save the game while on duty? this might be the problem. if so please delete your savefile. it should work again.

did you run GTA IV on the same time? or was it doing an update?

yeah it is, this is the lightbar they use on their vehicles altough I think its ugly as hell lol
