These are definitely some of the best mods to start off with as it gives the game a bit more playability.  I'd suggest sticking with stuff from this website when looking for mods unless it's a website that you can 100% trust.
 
Notes:  Please use an AdBlocker when going on the bejoijo website, despite the mods being completely safe, most of the ad popups are spam/scam/harmful.  I do highly recommend using an adblocker as the popups are quite hard to avoid (some of them actually seem like part of the website).  Any more questions, feel free to ask.  I'm also more than happy to help you find some more mods.

I'll have a look at trying it.  I never got a chance to play LCPD:FR as I only just got a PC that can run most games about a month ago, I've seen a few cool mods for it as well.  Hopefully GTA IV goes on sale soon on steam, I'll have a go then.

I still play LCPDFR from time to time, and those who are from the LCPDFR era(where LSPDFR didn't exist) with a legacy 1070 copy from Steam still play it. 
 
In my opinion, it's not about "worth it" or "not worth it," it's about experiencing the nostalgia of the good old days. 
 
vdHPoliceHelper was a pretty "advanced" script back in those days.

If you uninstall via the Plattform you’re on, it won’t touch files that don’t belong to the base game. That means you’ll have to remove the entire folder to fully remove everything related to GTA and/or all modifications. 

There is no 100% way of doing this,
but likely for this patch you will only need to update RPH.exe & LSPDFR.dll & .pdb in  gtav/plugins
you still need to update your mods folder (via openiv message or redo the mods folder).
Additionally you might need (& wait) for an update for ScripthookV, which is done by an other author.

Vehicles are simple as finding a pack you like and installing it.
 
As for uniforms, you would want the EUP Suite. See below:
EUP Law and Order
EUP Serve and Rescue (Optional but Recommended)
EUP Menu
If you are using Ultimate Backup or Base LSPDFR, you will want one of the following so that ai use them too:
EUP Configs
EUPFR Ultimate
EUP Configs for Ultimate Backup

Well, it loaded fine. Make sure you hit the correct button for it. Check the ini for the keybinds that the plugin uses.

If you are talking about base LSPDFR, it is. After the 0.4 update and character customization, quite a few agencies got removed. You can install the full EUP Suite in order to get access to them again.

Tried last two callout packs. The result were very good! They are very good callout packs, so I am recomending you to download them.

I have some very good callouts, so I will say some:

Kuchera Callouts (haven't tried it yet, but watched showcase video from Benzo)
TAG's Callouts (haven't tried it yet, but watched showcase video from Marty)
That's all what I can say. Theese are my best callouts pack with alot of callouts. Last two will be downloaded and tried out by me.

Update RageNativeUI in the main gta folder.

For your problem, re-install manual LSPDFR. Then go into Plugins and rename the LSPDFR folder to _LSPDFR. Then see if the issue persists.
 
As for CompuLite, that can be found here. Install it after you solve your issue with the backup.

Without an adblocker on Bejo's site, you will get a lot of ads/scams. That's just how WIX is.
