Currently trying to get back into LSPD:FR with some more mods than I had previously.  I don't really know what 3 "essential" files do though:

TL;DR: They‘re needed if you want to install addons into your mods folder such as more cars, map mods, etc. 

You can find out what they do by clicking on the link and reading the description.

To play LSPDFR, they’re not needed. GTA modding essentials would be a more fitting term.

It is getting flagged up by my Anti Virus as a suspicious file, I've not had this with any of the other mods.

I‘m not going to give you advice on how to handle files marked as malicious by your av program but myself and many others are using it just fine.
