Installation:
1. Make sure you have your ‘mods’ folder in GTA V’s main folder with a copied ‘update’ folder.
2. Open your OpenIV, turn on ‘Edit mode’ and go to GTAV/mods/update/x64/dlcpacks/. Drag and drop folder ‘dmccpd’.
3. Export a file called ‘dlclist.xml’ which is located in GTAV/mods/update/update.rpf/common/data/. Copy this file to your desktop and open it with any editor you like. After, scroll to the bottom and locate the last line that starts with ‘<Item>dlcpacks:/….’. Add a new line, then copy and paste this line:        

        <Item>dlcpacks:/dmccpd/</Item>

4. Replace old file with the new one.

This is an old release I intended for MU users. Now that MU is down, I figured I should post these exclusive content back on FR for everyone.
MASMP Vol4 (Federal Signal Normal Smart Siren SS2000 LAPD & LASD variant, Federal Signal Unitrol Touchmaster Delta, Whelen amplifier for CHP, Motorola Spectra + Federal Signal e-Q2B), in total of 6 differnt configuration slots.
This release is also available on JCookGrime's server as part of his recent Grimefornia overhaul pack.
Designed for ELS configs only. Non-ELS user must adapt to a plain ELS config in order to use this.
Since I have not been active in modding GTAV for a long time, I WILL NOT PROVIDE ANY TECHNICAL SUPPORT FOR MY FILES.

About the Pack:
This mini pack was something that I just had in my head for a while. With the recent release of 2 excellent dev resources (nforce bar and fascia), I was able to create this. This livery is loosely based off of Aventura PD. With Mirror Park being such a small area, I did not feel that it was realistic to have multiple different types of vehicles. Though the ability to use other vehicles with the same design would have been nice, I wanted to keep it simple. There is no push bar, or a ton of lights, but I wanted to keep it sleek and clean. Unfortunately, I do not plan to add any vehicles to this pack in the future. I know I have been away for a while, but trust me, I am getting some future releases ready. Stay tunned!

This is a fictional California-based retro pack. Not much effort was put into this since I did get bored of it, so I decided to release this and continue on better projects. No interior equipment is included due to the lack of parts. Enjoy!

The Ford Bronco and Dodge Intrepid were partially mapped so you cannot change the livery

This will make any and all Non-ELS vehicles work with ELS.
(The previous upload of this has 2 stages that do nothing before you get to actually activating your lights, these get in the way of activating your lights quickly so I decided to upload this. This will make it feel more like Luxart Vehicle Control a FiveM script based of ELS which controls Non-ELS Vehicles, I tend to like more because I've been used to it for years after playing FiveM. I am leaving credit to the original mod where I got the idea to make this down below if you would like to use that one instead, I am not intending to steal his work I am just trying to redefine it and make it better, also they have not been active in years and I'm sure there wont be a update for it, thank you! 🫶)
 
Features:
   - Ability to make Non-ELS vehicles function with ELS using only one stage that goes straight to stage 3!
   - Compatibility with Hardtop and Slicktop variants of Non-ELS cars.
   - Adds a Luxart Vehicle Control feel to your game when using Non-ELS cars.
   - Easy installation just a rename, drag and drop, and your done!

Cons:
  - No reflections on buildings from ELS.
  - You need to edit visual settings to get reflections.
  - Unable to control Takedowns, Traffic Advisors, Cruise Lights, Brakelights, etc. Unless you config it and the vehicle has ULC compatibility via extras.

Dialogue System
The DialogueSystem is a framework designed to give developers the tools to create interactive, branching conversations for their plugins or callout packs. It provides the underlying logic and data handling needed for dynamic dialogues, including linked questions, multiple answers, and conditional outcomes that react to player choices. 
Web Editor Integration
To make building complex conversations easier, the DialogueSystem is fully integrated with a custom built web editor: https://dialoguesystem.vercel.app.

The Web Editor allows creators to visually design branching dialogue trees by connecting questions and answers, setting conditions, and defining outcomes.
The editor exports your dialogue as a JSON file, which mods or callout packs can load using the DialogueSystem’s API.
Developers and advanced players can edit these exported JSON files directly or modify them through the Web Editor to change how in‑game interrogations, conversations, or roleplay interactions unfold.
This makes it possible for the community to customize existing dialogues, add new lines, or adapt tone and pacing without altering core gameplay logic.
The combination of the DialogueSystem framework and the Web Editor tool creates a powerful, modular system where both mod creators and players can shape dialogue experiences to fit their worlds, from simple Q&A interactions to deep, branching narrative systems.
 
Note
It’s important to note that the DialogueSystem itself does not add any gameplay content or dialogue by default. Instead, it acts as a foundation that other mods, callout packs, or plugins can build upon. Without a supporting mod or callout that uses it, the DialogueSystem will not trigger or display any conversations on its own. Its purpose is to supply the necessary structure (data parsing, state handling, and runtime management) so that mod authors can easily integrate interactive dialogue into their own creations.

It is just a blank RPF archive in which you can install REPLACEMENT models - such as Breathalyzer and Medbag. It MUST be a REPLACEMENT model.
 
HOW TO INSTALL AND USE
1) Download and Extract.
2) Copy Paste LSPD_Models folder to your dlcpacks folder. Make sure the dlc.rpf is inside the copied folder.
3) Launch OpenIV and turn on edit mode.
4) Add this     <Item>dlcpacks:/lspd_models/</Item>        to your dlclist.xml
5) Replacement models go into models.rpf

Tired of GTA V’s default keybinds getting in the way of LSPDFR or other mods? Grand Theft Keybinds lets you reclaim your keyboard! This mod disables unnecessary default keybindings, providing a clean slate for you to assign your own keys for a better modding experience.

DCAD is a replacement audio for the dispatch audio included in the LSPD:FR mod. It inputs much more
realistic dispatcher effect (for now) for an even more realistic duty experience. DCAD is the redone version of
