Help with some game-crashing issues?
Just remember anytime you mod the game, it'll cause memory leaks and the chance of the game becoming more instable is likely. So some advice when installing mods is to do it once at a time so you don't just put all in and increase instability

9/11 and ISIS
The chances of that happening are so slim. Security there has been stepped up more since 9/11 to have New York organized and ready for a terrorist attack. A lot of areas in the country actually are pretty secure now since 9/11, while it is always possible, it's very unlikely something like that is going to occur any time soon.

Help with GTA IV acting glitchy and crashing?
It seems like you have a lot of stuff in your directory that could be causing an issue. If you have an ENB in, sometimes those files in your game can put a load on your card and it'll cook your graphics card and eventually crash, could you try to play it without an ENB and see how it runs?

.Net Framework 4.5, Microsoft Visual C++ Redist 2012 Those are the net framework and visuals needed to play LCPDFR. Could you post a screenshot of your GTA IV directory? Maybe there's something in there causing an issue, also what type of Graphics Card do you have

Laws on police vehicles?
Laws on police lighting vary from State to State. There is no real law on police cars except some states have lighting laws, such as some cities such as Chicago are required by law to run blue lighting. New York State has laws for firefighters on POV lighting, same as Pennsylvania (If someone else knows more on those light laws feel free to correct me)

Don't rush, plan out what you're writing before you actually write it. Some tips I used when I wrote essays, they worked good for me. If you rush and go too fast, you'll get a bad grade and that's not fun

Yeah, they're still used in a lot of departments, they just aren't manufactured anymore. Like NYPD still uses the older versions for Highway Patrol or regular patrols, but mainly the new taurus now

I understand it's not easy to just give up drinking something that's good. My point is that the police are out there to make sure that when people are drinking beer, they are doing it safely and legitimately rather than drinking and driving or public intoxication, and if you do that then the police are there to stop you.

Do you realize that we have the police to enforce the law and to penalise those who take the privilege of drinking beer too much? Just like the police arrest people who sell drugs. The cops have a job to do and enforce the law, which is what they are paid to do. The legal limit of drinking beer in the United States is 0.08%. The police have every right to arrest you for drinking and driving, public intox or anything that can endanger the public once above that limit. You're pretty much saying that ALL beer is wrong to drink, which is incorrect. We have limits when drinking beer so people do not get out of control doing it, beer isn't a drug unless you make it one by drinking too much than you should be. Yes, it can take control of you and make you do crazy things, but police are there to arrest and enforce the laws and held those folks accountable.

Selling drugs is against the law. I never said anything about alcohol not being civilized, alcohol isn't against the law, but selling and possession of drugs are. You higher your chances of going to jail and getting stuck in more crap by selling, you get arrested and you have a case that you need to deal with on your hands. You pretty much make your situation worse by doing stuff that you should not be doing, you catch cases and then you sometimes have to serve time for catching those cases. And why don't we shut down all the beer stores and arrest the beer store owners since they are breaking the law by selling "drugs" called alcohol, Beer is perfectly legal, which is why it's legal to sell it with a license.

You would sell drugs to feed yourself and family? That's not necessarily the best civilized person, not every employment opportunity out there is going to turn away someone who has been in prison. Obviously the police and anything in public service will because they deal with people, convicted felons can work at a construction site, or work for any other small jobs. Sure, they might not get into big jobs such as a grocery store or Home Depot, but there are plenty of other opportunities for people who have been in jail to work for.

Oh they absolutely will make up a story. Ever heard of the Onion? They make up stories all the time, such as the NYPD "Stop and Kiss" Obviously it's a parody but the internet ALWAYS makes up stories in an attempt to fool people. Like really,a site reported once that "Obama set to resign on January 1st". CNN or MSNBC or HLN hasn't reported anything on that, so thats an example that site could be a fake.

This isn't just a New York thing. It doesn't matter where you go to, if you have any type of felony on your record, any job like police or anything that deals with Public Service won't hire you at all. As a resident of New York, its a long process to even become a NYPD officer let alone a regular employee, you have to go through so much background checks, that they scan everything from your school record to your arrest record. So one bad mark on your record can be a major game changer when applying for police, especially the NYPD. Aux officers deal with the public just as NYPD patrol cops do, they are pretty much backup officers and assist from patrols to directing traffic. Police want a clean record applicant, someone who they can trust and who hasn't been behind bars in the past.
