    Do you have a LCPDFR Log inside the root folder of GTA IV or EFLC? I was having the same issue and once I added a log, it worked.

    Are you using ELS V6? If so i would advise you to downgrade to ELS V5, its much more stable. UPDATE: If the ELS Doesn't work, try re installing the game
